Bad Times, Bad Managers?

I wish it was true for all companies that bad managers, bad times reveal for the good.  Unfortunately when talking with several acquantances it appears their managers are doing little to show they are capable of managing their companies to prosperity.  I am hearing many of the stories repeating themselves that lead to further decline of the company.  Leaders today especially need to look beyond the bottom line.  What can they do to stabilize and then grow?  Look for your best, innovative people and listen to them.  Are your managers listening to the best or are they using these times to solidify their false sense of security by removing any that challenge them to do more?
